What Is a Chief AI Officer? The Role Australia Just Made Official
What is a Chief AI Officer (CAIO)? The executive who owns AI strategy, adoption and risk. Australia's APS must appoint one by July 2026.

A Chief AI Officer (CAIO) is the executive who owns an organisation's AI programme: the strategy, the adoption, the risk, and whether anything actually reaches production. Not a data scientist with a new title. Not an IT manager who bought Copilot licences. The person the board can name when it asks "who is accountable for AI here?"
Until recently that question was mostly American enterprise jargon. In Australia it is now a public-service requirement. The Department of Finance published guidance on 19 December 2025: under the AI Plan for the Australian Public Service, agencies appoint a Chief AI Officer from their existing senior leadership by July 2026. GovAI puts the working date at 30 June 2026 for non-corporate Commonwealth entities.
That is why Australian search for chief ai officer is up. People want the definition, then they want to know whether their own company needs one. This guide answers what a Chief AI Officer is, what they own, how the role differs from a CTO or a Fractional CAIO, and when a Gold Coast or Brisbane business should buy the function instead of hiring the title.
If you typed CIAO, you almost certainly meant CAIO. The Department of Finance note itself slipped once. In Australian search, "ciao" is a misspelling.
What is a Chief AI Officer?
A Chief AI Officer is a C-suite (or senior-executive) role responsible for how the organisation uses artificial intelligence. The Australian Computer Society's career guide puts it cleanly: the CAIO sets the AI vision and roadmap, governs safe and compliant use, drives adoption across products and operations, and uplifts capability across the workforce.
The role sits at the same tier as CIO, CTO, CDO or CISO, depending on the org chart. In a large enterprise it can be a standalone hire. In the APS, and in most mid-market Australian companies, it is usually an existing senior leader who is given the mandate, not a new seat on the payroll.
That last point matters. The APS plan does not say "recruit a $400k AI celebrity." It says appoint someone who already has the influence to change how the agency works. Private-sector teams that copy the title without the mandate get a slide deck, not a programme.
What does a Chief AI Officer actually do?
A useful CAIO owns outcomes, not tools. The work usually includes:
- AI strategy — where models create commercial or public value, and where they do not.
- Opportunity, not just policy — the use cases that move a metric, sequenced so the first one ships.
- Adoption and culture — training, playbooks, and the permission to use AI in real work instead of shadow IT.
- Governance and risk — data, privacy, security, bias, and the Australian rules that now sit around them (the National AI Plan, AI Safety Guardrails, privacy law, ISO/IEC standards).
- Vendor and build decisions — what to buy, what to build, and when a pilot is allowed to die.
- Board and executive reporting — a narrative that survives diligence, an audit, or a Senate Estimates question.
What they should not become: the person who writes every prompt, the IT helpdesk for ChatGPT, or a second CIO. Hands-on spikes are normal. Permanent hero-coding is how the role fails.
Chief AI Officer vs CTO vs CIO vs CDO
The titles get stacked. The differences that matter in an Australian company:
CTO. Owns the technology function: architecture, engineering, delivery, security of the systems the business runs on. We unpacked the part-time version here: What Is a Fractional CTO?.
CIO. Owns information systems and the internal IT estate. Often the default owner of software licences and infrastructure.
CDO (data or digital). Owns data quality, platforms and sometimes digital transformation. AI depends on this work. It is not the same as owning the AI programme.
CISO. Owns cyber risk. AI increases the attack surface; the CISO does not set the product roadmap.
Chief AI Officer. Owns the AI programme: value, adoption, and the rules of use. They work across technology, data, policy, cyber, privacy and people. They do not replace those functions.
If AI cannot ship on the current stack, you need a CTO. If nobody is accountable for whether AI creates value, you need a CAIO. Many South East Queensland companies need both in the same person for a period.
How Australia just made the role official
This is the part the global "what is a CAIO" essays miss.
In November 2025 the Albanese government launched the AI Plan for the Australian Public Service. Finance Minister Katy Gallagher said every agency would appoint an SES-level Chief AI Officer to drive adoption, champion change, and work alongside existing AI Accountable Officials.
Two roles, on purpose:
- AI Accountable Official — governance, compliance, the Policy for the responsible use of AI in government. The cautionary function.
- Chief AI Officer — opportunity, transformation, capability. The person whose job is to make adoption actually happen.
Finance's AI Delivery and Enablement (AIDE) function coordinates the CAIOs. Agencies may combine CAIO with CIO or CDO, or give it to a policy or operations leader. Smaller agencies may give both CAIO and Accountable Official to the same person. ACS Information Age later reported that APS staff given CAIO duties were not awarded extra pay — the mandate was added to an existing senior role.
That is the Australian model in one line: named accountability, usually without a new hire.
When should a private company appoint a Chief AI Officer?
Hire or appoint a CAIO when most of these are true:
- AI is a board topic and nobody senior owns it.
- Teams are experimenting in silos (a Copilot here, a chatbot there) with no roadmap.
- A project stalled before production, or shipped without data, privacy or security review.
- You sell to government or enterprise and diligence will ask who is accountable for AI.
- You cannot yet justify — or successfully recruit — a full-time CAIO.
Stay with a strong CTO or an AI consultant in Brisbane if you only need a scoped build. Move to a full-time CAIO when AI is the product, the programme is large, and the cost of part-time leadership is higher than the risk of not having someone in the room every day.
If you do not have a written plan, start with Do You Have an AI Roadmap?. A title without a roadmap is theatre.
Fractional CAIO: the mid-market version of the APS move
Most Gold Coast and Brisbane companies are not a Commonwealth entity. They will not appoint an SES officer by 30 June. They still have the same problem the APS named: AI without a senior owner becomes either uncontrolled use or a graveyard of pilots.
A Fractional CAIO is how mid-market teams buy that owner. Same mandate — strategy, adoption, governance, shipped systems — on a retained, part-time cadence. You do not invent a C-suite package to get the function.
Adaptive Media runs that model from Burleigh Heads. The same leadership can put a team on the build when the constraint is the product, not the slide: AI solutions, AI consulting, and the Gold Coast / Brisbane app landers when the next step is software (mobile app development Gold Coast, app developers Brisbane).
We do not publish invented CAIO salaries here. Scope, risk and whether the person also owns the build change the number. The APS example is the honest one: the title is a mandate, not a rate card.
How people become a Chief AI Officer
ACS's pathway is the one Australian candidates actually use. There is no single qualification. Typical paths run through head of data or AI, CIO or digital, innovation, cyber, or product. The work that counts is a portfolio of shipped AI, a governance pack a board can read, and the ability to explain risk in plain language.
Short certifications (Microsoft, Google, DeepLearning.AI, ACS microcredentials) signal literacy. They do not replace a programme that has reached production. If compliance is part of the brief, our companion on AI, auditors and ISO certification covers how evidence actually gets done.
Frequently asked questions
What is a Chief AI Officer? The executive who owns the AI programme: strategy, adoption, governance and whether AI reaches production.
Is CAIO the same as Fractional CAIO? Same function, different employment model. Fractional means you buy the mandate part-time. See What Is a Fractional CAIO?.
How is this different from a Fractional CTO? The CTO owns technology and engineering. The CAIO owns the AI programme. Many Australian companies need both. See What Is a Fractional CTO?.
Did Australia make the role mandatory? For the Australian Public Service, yes — non-corporate Commonwealth entities appoint a CAIO by July 2026 under the APS AI Plan. Private companies are not under that mandate. The problem it names still applies.
Do you work with Brisbane and Gold Coast teams? Yes. Adaptive Media is on the Gold Coast and works across South East Queensland. When the brief includes shipping the AI, we do that too.
